C的错误应该比较明显，从整句来看前面有even表示让步，后面也要相对应句子，需是完整的句子前后对应。

从逻辑上看，stimulat是修饰new maritime code的，不是修饰前面整个句子的。

不重复 一个是code 一个是code里的条例

逻辑上是不通顺的,再一个there be强调自然拥有

C后面应该加句子

我怎么觉得错不在there are啊...

现在看觉得是they指代了provisions错

貌似:因为code中有如此的provisions,此code引起了disputes,而不应该是they指代provisions引起disputes

A选项的主要问题是they指代不清。

前面的那么多复数都可以是they的语法指代对象，而逻辑对象却是code，应该是单数。

PS：fighting127MM的字非常小，以至于我很难看清，不知是怎么回事。
