答案是A而不是C

我想请问policy是aimed还是aiming？

aiming at...是-ing分词在句尾，修饰policy。这个时侯是其实是policy aim..

但是第二个（without comma的），aimed at 其实是policy is aimed at...是被动语态，那么aim这个动作就不是policy发出的了..?

这不是有点矛盾么。。。其实我就是想问，是policy aim还是policy be aimed...‘

首先，S+V+O，aiming, 这里aiming修饰S表示结果或者目的。aiming at不是修饰policy，而是主语
      S+V+O，aimed, 这里aimed修饰O
      S+V+0+aimed,  这里aimed修饰O
      S+V+O+aiming  这里aiming修饰O  但是policy 必须是be aimed at

要点不在于aimed还是aiming，感觉都说的通。
选项A的decreasing ... and improving ...平行对称，很好，而C不对称

policy 是aim的宾语

补充一下：
表为了实现目的：
aim to do sth
aim for sth
with the aim of doing sth
be aimed at doing sth

表示瞄准
aim A at B   用A瞄准B

因此 aim和 介词 at 如果想表示目的的话，只能用被动形式 be aimed at
主动形式是瞄准的意思~
