不太同意。个人认为，

percent说明应该是单数，因此加了were就修饰men and women；

但是其实应该是指出生在那个国家的所有人，应该都包括的。

百分比的单复数是又of后的内容决定的，这里的用的men和women，肯定是复数

新东方老师讲过adj+n+and+n那么adj同时修饰两者，否则就是n+and+adj+n

这里同理，若that定语从句只修饰女人，就应该把女人放到and前面，c项就已经证明了是修饰两者。没有任何歧义。

而b项，非限定性定从修饰整体改变原意。再加上reach时态错误，万劫不复，万恶不赦。。。。

159我选了D 原因是they 的指代。我觉得they 放在句首很容易让人理解成，是这些男男女女门成年后，而提议应该说是这种鸟，事态确实是个问题，不过C这个语序是不是囧了点...
