As my understanding (I am MPA 05), it is very difficult to get scholarship from MPA program. I knew a Amercian girl got it. She only paid in-state tuition. Her background is excellent, GPA 4.0, chairman of student committe, dual under major, few year big 4 experience, and AMERICAN. But as long as you try it, maybe you will get it. You never know!!
