我解释一下划线部分倒装后and 和系动词省略的问题：这里并没有省略。无论是不是倒装结构，这里都不能有and和系动词。因为划线部分必须是一个倒装的独立主格，否则就会造成一个病句。

这道题里面的句子太长，我用一个简单的句子说明：Her smile is so beautiful, and her voice is so nice, that I am totally lost.

注意这是一个病句， 因为so...that句型中，that前面是不能有逗号的。如果想让这个so that结构成立的话，划线部分必须改成独立主格。

还有独立主格一般是放在句首或句尾,表伴随,原因,条件,状态等.我怎么觉得划线部分和前面一句话是并列关系呢....不理解....

愚人之见：
E很工整，so+adj+倒装，so+adj+倒装，that。虽然少了个and，但仍可接受。
C中Frances Perkins’ investigations of the garment industry与her lobbying for wage and hour reform都作为同一个so后面的内容，中间必须要有and

後來想想, 原句(6th floor)是錯的, 這也是為什麼GMAC要出這一題.
如果句子變成:
So dogged were her investigations of the garment industry and so persistent was her lobbying for wage and hour reform that she was first recruited by Gov.
還可以對.
有and做連詞, 不能把一個clause和一個很像獨立主格的東東並列連起
所以句子要改成:
So dogged were her investigations of the garment industry, so persistent her lobbying for wage and hour reform, that she was first recruited by Gov.
當兩個clause用and並列, 而謂語含一樣的助動詞(單複不一致也成)+main verb, 可以把and換成comma和助動詞+main verb省.
我相信系詞也是一樣的rule.
這個rule來自Handbook of Good English:
When an auxiliary verb is involved and changes form because of a change in person, the whole compound verb can be omitted as long as the form of the actual verb is the same, as in I am going to jail, you to your just reward, in which the omitted auxiliary verb is are, but the omitted actual verb is going, the same form as in the first clause.
