哪位大哥可以给我讲一下选D不选B的原因么?

答案选的是B.我选的是E.

E长得是怪异.可是我没得选了...

我觉得B少了those.

D是句法正式得多,但是我不是很明白为什么B错在哪了.

我个人理解是at a cost有修饰has proposed的歧义。时态上B也不够具体。
