"estimated to be" is parallel with "unearthed", as modifying the subject "fragments".

acctually, this is kind of changed from the passive construction, which originally is

"fragments were unearthed ... and were estimated to be ..."

我的理解：这里之所以用to be可以参考OG－9的解释：
OG-9:  ...explosion, one they believe to be of a type previously unknown....
OG解释：the infinitive to be ... referring to an event that occurred long ago but has been discovered only recently.

我觉得科学发现一类的句子按照这种理解是讲得通的，请指正。
