The above explanation can not really answer why A is wrong

For example, we often say:

Chinese students typically do better in math section than in verbal section.

So why is it wrong for A to say:

An earthquake typically devastates an area 100 times greater in the eastern United States than in the west?

I figured it out.

in the example I listed above:

Chinese students typically do better in math section than( they do) in verbal section.

The subject-chinese students is the same while we do the compariosn.

However in 168:

an earthquake of a certain magnitude typically devastates an area 100 times greater in the eastern United States than it does in the west.

as an earthquake of a certain magnitude can only happen once, to be more exact, one earthquake cannot happen in east, then the same one occurs in the west, so it is unlogical if we assume the subjects in comparison to be the same.

Answer D is the best in that it clarify the subjects of compariosn, making the meaning precise and logical.

Thanks louzhu for summarising, but 369 is not a test on grammartical knowledge of comparison.

369.In assessing the problems faced by rural migrant workers, the question of whether they are better off materially than the urban working poor is irrelevant.(A) In assessing the problems faced by rural migrant workers, the question of whether they are better off materially than the urban working poor is irrelevant.
(B) The question of whether the rural migrant worker is better off materially than the urban working poor is irrelevant in assessing the problems that they face.
(C) A question that is irrelevant in assessing the problems that rural migrant workers face is whether they are better off materially than the urban working poor.
(D) In an assessment of the problems faced by rural migrant workers, the question of whether they are better off materially than the urban working poor is irrelevant.
(E) The question of whether the rural migrant worker is better off materially than the urban working poor is irrelevant in an assessment of the problems that they face.

D and A are the same in terms of comparison.Yet the reason to replace A with D is apparently associated with the former part of the sentence.

Whether "In assessing the problems faced by rural migrant workers", or "In an assessment of the problems faced by rural migrant workers "is right becomes the key to locating the right answer.

My understanding is:

the preposition phrase-"In doing sth" is usually used to express the meaning of"as a result", for example:

In critisizing her paintings, I knew I would offend her.

In choosing Marco, the party has moved to the left.

- examples are from Combriage Advanced Grammar in Use

369 means to say: during the process of assessing sth, therefore it is only right to use "in an assessment of sth".
