答案A，但是我选的D

看过prep笔记，但是还是有些疑问

A by failing to... 是否有修饰accuse的嫌疑，这样的话不是修饰对象上有些模糊，我就是这个原因排除了A和B

另外，D除了不简洁外，还有什么错误

A 的by doing 说明了银行 deceptive business practices 的方法方式,而D换成了because of, 变成了原因状语,意思是有点变化的

且because of 一样有歧异,你可以说the state's attorney general accused the bank because of its failure,也可以说engaging in deceptive business practices because of its failure, 但是后者逻辑混乱了
