WITH的独立主格可以加to do 的形式吗？

白勇说with+adj/分词/介词短语，没提到TO DO

但看PREP里说独立主格是可以加to do 形式的

之前的讨论里大家都集中在C，E

我想知道D的with to do 是不是正确的独立主格形式。先谢过

不可以加with + n. +to do.
