大全987第2题与OG答案不符，大全是A，但是OG(黄皮689页第62题)上答案是D，大家注意了

不能说哪个对哪个不对，我觉得应该取决于那个A 1972 agreement，现在是否可行，如果可行，则用are allowed 即可，却已经废止，则用had been allowed
