to不定式表示动作的目的，所以for it to withhold from the public修饰awarded，所以to withhold from the public的逻辑主语就是awarded动作的执行者the Supreme Court 。

这样就不合逻辑了。

不定式的逻辑主语既可以是主句的主语也可以是紧跟着的主语，所以容易引起歧义。A和B比的话，至少A就比B好些。

但如果说在S
        awarded C power for it to do sth 中，S就是 do sth 的主语似乎说不通。

额。。。。感觉楼上的都只停留在语法表面看这道题，grammaticly，A和B都是对的，但如果从句意的角度看，A和B表达的是不同的意思，B的意思是最高法奖励CIA是为了让它能XXXXX，但原文中并没有表达或者imply任何 ” 为了“ 的意思，所以就不能说是为了让CIA去做XXX才奖励它的， A的enabling只是在描述最高法的这件事情，避免了这个陷阱，所以是对的。对于楼主最后问的it的问题，这里没有什么就近就远，你在看之前，可以问问自己：”it在句意上指代了CIA能接受吗？ 显然是可以接受的，那就不用管它了
