回到本题，如果按我说的省略they are：
Traffic safety officials predict that drivers will be as likely to exceed the proposed speed limit as the current one.
其实也就是拿出Drivers will be as likely to exceed the proposed speed limit as the current one.来研究
歧义就在：Drivers will be likely to exceed the proposed speed limit 和The current one will be as likely to exceed the proposed speed limit 的可能性一样，也就是会被误认为是主语之间的比较

我觉得不太可能吧，宾语比较不是不用补出助动词的嘛，按照你的说法

宾语比较 A do C1 than C2 eg Rice has protein of higher quality than sugar（比较宾语）

岂不是也有可能又是跟A比、又是跟C1比，整个宾语比较就不是没法存在了吗？

我觉得这里是状语的比较，所以要把主、谓、宾都补出，只是 likely to exceed 前后重复，出于简洁才省略。

要是连 they are 都省略了

会以为是 drivers are likely to exceed the proposed limit as the current one are likely to exceed the proposed limit

这样就逻辑错误了

drivers will be likely to exceed the proposed speed limit

本句中exceed 并不是谓语动词，所以the proposed speed limit不是严格意义上的宾语；只有谓语动词be和表语 likely ，所以谈不上宾语的比较。
感觉这个题应该是表语likely的比较，既前一个可能性和后一个可能性是一样的。
所以不能套用宾语、主语比较的规则。
