我觉得是不是do not grow to be very tall的主语是native North American grasses，跟develop an extensive root system并列，所以才选A的

SVO, but SVO   也就是中间有逗号的时候，but后面一定要出现主语。
SVO but VO  当but前面没有逗号的时候，but后面可以不出现主语。

但是，SVO, but VO 这个结构也不能一棍子打死，它不能算绝对的错。
