答案选E，但我有个疑问BUT前有逗号，后面不是应该跟一个完整的句子吗，这个选项缺主语啊。。。。我觉得原句语法上对的啊，虽然PAYMENT没有paying好。大家认为呢？

通常but前面的逗号不仅仅是一种强调作用，也避免了but产生做介词的歧义。
but与and不一样，and的话是需要跟楼主说的那样如果前面有逗号后面是要跟完整句子的（前面是插入语的情况例外）。

原句是不对的，while代表这同时发生的事情，而then却是接下去发生的事情，两者逻辑上有矛盾，基本上不能共存在一个clause里。

while表示转折的含义的时候，是要同时发生的。

形式上可以这么说...but后面其实句子是完整的，只是省略了主语。

准确讲是，可以跟省略了主语（承前省略）的分句
