LZ的疑惑应该是这样的：

(that educators....) can hardly be said [that it is their fault]. 这里can hardly be said 既和前面组成一句话，又和后面组成一句话。相当于两个句子黏在一起了。

答案D 我还跳不出什么毛病来，可是看着就是有点怪怪的，觉得好像意思重心有点不一样了。 本来还想看看有么有人讨论呢？

比如原句是：很难说 教育者没有预料到电脑技术的影响 是他们的错。
D好像意思成了： 很难说 教育者有错 没有预料到电脑技术的影响

而且总觉得， are at fault for not doing的说法有点什么问题

有没有思路清晰的大人过来说说？
