所以不对

我的理解是：

E的确造成了原句逻辑的改变。因为不是supplies被出口，而是coal被出口。A的that was可以省略，虽然比较罗嗦，但语法上来讲是对的

supply有以下的两种用法：

have a good [large] supply of
        备有许多
    

in short supply
        供应不足

所以这里我觉得substantial supplies of coal were exported不应该理解成煤的供应是否被出口的问题，而应该理解成大量可供的煤被出口。

但是这样理解的话是不是就把supplies相当于理解成amount或者是deal之类的，相当于，a great deal of。那么加上单数名词是不是就应该用单数的谓语动词？

不过如果是在考场上的，我想我会选E,感觉更简洁。
