我的理解是：

A，B中hold的数不对，应该用单数

C，A law和immigrants构成双主语，不对

E，pass是一次性动作，不能用being passed来修饰law，ing分词是持续的概念。

但是，如果D对，那么我想这里用了习惯用法be punishable for sth，由于…而受惩罚。但有疑问的地方是it指代什么呢？

看到ving/ved..., s+v句型先考慮主詞是否一致
根據題義，法律不是移民制定的，所以原句錯
with有連帶...、隨著...的意思，通常與s+v動作同時發生，所以用在這裡會怪怪的

我原先粘了我的理解的，不知为什么没有。其实我是这样理解这些选项的：

A，B中hold的数不对，应该用单数

C，A law和immigrants构成双主语，不对

E，pass是一次性动作，不能用being passed来修饰law，ing分词是持续的概念。

关键是我觉得D也有点怪怪的，当初是做题的时粗心没看到hold的数不对而错选了B。

如果D对，那么这里就使用了习惯搭配be punishable for sth，由于…而受惩罚。但有疑问的地方是it指代什么？

本人愚钝，还是不理解为什么it指代a United States citizen to hold...，a United States citizen to hold...不是应该与for构成介词短语表示punishable的原因吗-因为a United States citizen to hold...而应受处罚？
