highway (itself) extending from A to B.
highway was extended from A to B.

Two have different meanings.

The first focuses on the condition
The second focuses on the action done by human

显然，E选项中的the Incan highway是句子的主语，后面的was是谓语。

前面整个一长串：The greatest...Columbus是同位语，修饰the Incan highway，应该就是这样了

我觉得主要这么两个原因：

1.highway 可以extend,而road system不可以extend

2.同位语优先选择~
