那就是可能GMAT比较特别。似乎GMAT里面总是认为ing形式趋向于含糊不清，到底它是表示进行时态，还是名词分不清楚。

過去分詞來修飾名詞時, 代表那名詞是被動的做那個"分詞動作"...
如果句子變成
Beginning almost two decades ago, an attempt to ratify the Equal Rights
Amedment has been unsuccessful despite efforts by many important
groups, including the National Organization for Women.
我可以理解...
可是用過去分詞, 有點像說
An attempt, which was begun almost two decades ago, to ratify the Equal Rights
Amedment has been unsuccessful despite efforts by many important
groups, including the National Organization for Women.
好像不對
可能我對過去分詞的理解錯誤...

因为attempt修饰的动作没有结束，所以用to do形式。而如果已经结束，那么就用at doing.

试比较：

I made an attempt at doing this, actually, but found my editing skills not up to it while in the midst of a minor headache.

Poets have often invoked metaphors in an attempt to do justice to the unexpected beauty or drama.

不过OG，BY里都没有例子是attempt at doing的...

OG里有说到：

The correct phrase, in an attempt, should be completed by an infinitive (here, to control), as in A.

也就是说，attempt后面跟to do来完善an attempt.

这可能是GMAT的相对错误，如果能用动词的时候，一定不选动名词。btw, attempt to do 比attempt at doing确实用得更普遍地说。

begun做的什么成分呢？我知道这道题中，tow decades ago是明显过去式的标志啊，如果不是有其它标志词，一般时态是不改变的，加上动词 ratify要比动名词ratifying更加准确
