谢谢楼上，关于指代的问题已经明白了，但是suggesting作为分词在句尾，作为伴随状语，从句意上看，肯定是修饰though引导的分句中的谓语动词。我的问题是，难道suggesting不会被认为是修饰主句的么？？？一般这种情况不都是认为有歧义所以不对么？进而会被换成没有歧义的从句？？
请指教

我认为suggest的逻辑主语不是some consumer groups，而是The government predicts that, for consumers and businesses that make a large number of long-distance calls, the Federal Communications Commission's recent telephone rate cuts will greatly reduce costs,整个句子

其实说明他还是有歧义，你可以理解成主句主语government发出的动作，（虽然我不赞成，因为government不可能自相矛盾的predicts同时suggesting... too optimistic）但是单单从语法上看，他确实可以这么去看。说明还是不好。
另外如果是你说的划线部分的句子是suggesting的修饰对象，但是很明显这两个部分完全没有逻辑意思的关联性，难道是“政府预测FCC最近的电话费率减低将很大程度上削减费用”伴随着“暗示他们太过乐观”？
请指教！！谢谢
