885 section 4-23?

23.    A huge flying reptile that died out with the dinosaurs some 65 million years ago, the Quetzalcoatlus had a wingspan of 36 feet, believed to be the largest flying creature the world has ever seen.
(A) believed to be
(B) and that is believed to be
(C) and it is believed to have been
(D) which was, it is believed,
(E) which is believed to be
请问答案为什么是C,而不是A啊?

这题A有歧义,也可以说是WINGSPAN, belived to be....

那么(C) and it is believed to have been中 it也可以 a wingspan或者 Quetzalcoatlus啊。如果说用句子意思判断it的指代,那么 believed to 修饰谁也不应该有歧义吧?
还有是不是the largest flying creature the world has ever seen.决定了句子的时态必须是现在完成时呢?
而且C把原句的从属修饰关系变为了并列关系,是不是妥当?ETS好象不太倾向于改变这种关系。
请再指点!

I'm wondering if the clause "to have been the largest flying creature the world has ever seen" is consistency on tense.  

" and" emphasises the creature is the largest not about its wingspan.

这里需要的是一个并列结构来明确表达句子的原意,A 中的BELIEVED TO BE 是在修饰FEET, 而CREATURE指的是Quetzalcoatlus,
