It is closer to "they" than games.

But,
a truce should cover only among the pugnacious states, not the whole Greek world.
However,
This subtle difference is not more important than that question, who proclaim the truce.

It will be "in which" instead of "in that" to modify a place.

I also heard that
"in that"  is derived from "in (the way) that" .
Can any one confirm that?
