我的理解：X award Y power (enabling...public)<是现在分词做定语修饰power>，那么后面的the identities是什么东西？

我当时没选A的原因就是解释不了这个

我觉得是withhold的用法要求的，

withhold A from B；

whithhold from B A； 

拒绝把A给B；

eg.

The broad has decided to withlold part of the grant money from centain students.

The broad has decided to withhold from centain students part of the grant money.

此题倒过来说是因为the identities后面太长了，容易造成withhold from结构太过离散；
