我只是觉得句意是商店 broke with its.....policy in deciding to sell for credit.  "in deciding" 紧跟其后说明了商店在做某某决定时打破了某规则，而这件事发生在78重组时。
而A和C是说商店在78重组时打破了某规则, for the decision to sell for credit。感觉打破规则是发生在做决定同时的，而不是为了谋决定才打破规则的。
呵呵，再说下去，我自己都糊涂了。
还有就是觉得during its reorganization in 1978 比 during its 1978 reorganization 要好些。
