as was the case是倒装。

BD中，it做代词指代和that不同，that指代重复的名词，it指代具体的同一个事物，考虑时应该将被指代名词后面的限定成分考虑进去。在这里it指代energy is generated through wind power now。不能同时是in 1990的那一个。
