during the 1980’s 放在句首是形容整个句子的，这样B不对因为during the 1980’s 仅能形容approximately $50 billion in private investment capital left mexico不能形容it is estimated.
2.adding 现在分词，在句末表示伴随结果，我认为更好。

in B choice, "during the 1980's " at the beginning of the sentence, the tense should be past tense"it was estimated" rather than "it is estimated"

分词在句末，表示伴随动作或伴随结果

    表示伴随动作需要分词的逻辑主语等于句子主语

    表示伴随结果不需要逻辑主语的对等，但是和主句有因果关系（主句是因，分词是果）
