逻辑意思错误，非并列，而是see的伴随

A中的"and spend"會有兩個並列的可能:
- union members are..., and spend less time with each.
- ...doctors to see ..., and spend...
如果一個choice有分歧, 很有可能是錯, 再看看別的choice, 看有沒有好一點的 =)

我认为这里如果用spending做伴随状语的话，语法结构上优先修饰主句谓语动词结构be likely to be enrolled,但这个逻辑意义明显是不正确的。

显然被选项的内容应该是修饰plans的。从这个角度看，plans只会 impose stricter limits ... and require doctors ... 不会spend ...，所以需要impose / require 平行，而spend不能平行，这样排除BCE，剩下AD。相比D好一点，所以这题是不是就是体现选最优的策略呢？

如果D改为 that impose .... and require doctors to see more patients and (to) spend (less time with each.) 即将to see 和 to spend对应，是不是更好一点？

我一开始错选了E,因为觉得requiring doctors to see more patients和spending less time with each other并列。

但其实，"doing....结构置于句末,做结果或是伴随状态，动做的发出者必须是前一句话的主句，在这里是insurans plan, 但是insurance  plan是不可以spend搭配。


但，反过来说， impose stricter limits on medical services和require doctors to see more patients并列，多多少少不那么好，两者明明是 手段 和 结果（内容）的关系。

所以，我在同意Mayanist的看法基础上，我觉得这里如果改成 requiring doctors to see....and to....更好。

我觉个改为 to see and to spend对应不好，这样的表达可以理解为不相关的两个目的。强调不出 to see 与此同时 to spend 意味。

置于现在分词的修饰对象，
修饰语位置应尽量遵循“紧接被修饰成分”的原则。
现在分词作状语放在句末，按照接近性原则，应优先修饰靠近它的谓语，这个谓语可能不是主句的谓语。
正如你所说的，通过逻辑判断 spending 并无修饰其他动词的歧义，所以 spending 只能修饰 to see
