应该是A，that指代progress。而B中用了by progress，这种用法是没有的. 且应该是用被动结构，不能少形式谓语were.

这道题我也错了，我选了b，后来看下应该选a,devastation and enslavement 应该是一个整体，谓语用单数；

而且b中的by progrss也不对，这些人被decimated, 不应该是by progrss

可是E加了定冠词the, 感觉是把devastation和enslavement看成一体了，这样的话动词应该用单数型。拙见

如果想上面的同学讲的把devastation and enslavement 看成一个整体，那么定语从句由于其中的单数谓语动词has则有可能修饰devastation and enslavement 或者 progress ，这样本身就已经造成了不concise（只一点是GMAT  SC的总纲）
    

另外，我记得好像是在熏衣紫草大牛的一片总结中看到过，确定定语从句的修饰对象依靠单复数和依靠逻辑意思是最主要的两种方法，而这里显然从逻辑意思上来讲E应该是更符合逻辑意思的
