主语是the act，谓语是established

also是副词，不一定要并列，用also只是因为act的定语从句里说那个act 决定把首都迁到华盛顿，然后到谓语的时候，说“那个act同时也established了。。。”

那请问 为什么A中的that不就近修饰Congress呢

that 指代对象，表面上有歧义问题即可指代 the act 又可指代 Cogress

关键还是 also 用的好，表达了established 的逻辑主语和 made provision for the removal of 的逻辑主语是一样的，Congress 不可能做 established 的逻辑主语，所以避免了 that 指代歧义。
