weather conditions that cannot be foreseen和unforeseeable weather conditions有什么区别吗?

好像是foreseen是强调动作，unforeseeable是强调特征，这里应该强调动作的。

be planned是前一句的宾语，而foreseen是后面一句的一个主语的修饰词，应该不用对应的。

是不是因为unforeseeable weather conditions中unforeseeable修饰的对象不定，unforeseeable可以修饰weather也可以修饰condition，而weather conditions that cannot be foreseen中，foreseen就很明确的修饰condition，不会有修饰对象不确定的问题。所以后者优于前者？

可不可以这样理解:

B:强调虽然天气情况可以预测,但是在现在的条件下无法预测

D:强调天气情况无论在什么条件下都不可能被预测,即它本身是不可能被预测的.
