首先呢，这里是语法区……

我选C，The high success rate shows insufficient canvassing （游说） effort，C直接说的就是来捐款的人都没有人和他们联系，那么也就是说那些fund-raiser一天到晚都在忙以前没有捐款的人，或者每天闲着什么事也不干，每天闲着当然insufficient canvassing effort，在忙没有捐款的人，才只占据了20%，那必然也是effort不够。

A是拿S学校的人和other学校做比较，无关啊。

不要什么题都有争议吧。这题如果还会在a和c之间争议，那先别做题了。先去把基本逻辑再复习下吧。
