我用google搜 all kinds of information， 绝大部分接单数，间接证明 kinds of paper接单数； 但我个人认为此题中应该是“努力做try to do”, 那么E是最优解，个人意见。

这个帖子生命力顽强，从03年到07年，估计楼主早就MBA毕业了吧。

关于try doing to do这个用法，我个人的理解是这里的doing可以看作一种东西（方法或者途径），这样的话，就容易理解多了。
尝试recycling这种方法来达到reduce的目的。

翻了以前关于此题的旧帖。发现关于all kinds of paper 和 paper of all kinds 后面的谓语动词单复数还是没有一个定论。感谢jnlvo辛苦整理的大全注释。不过在此题的解释中似乎也出现了两种说法：1）paper 不可数，所以CD错；

2) all kinds of+n+verb, 中心词是kinds, 故verb用复数：

再加上前辈们的讨论。对于这个问题很疑惑。希望能有明确此点的XDJM出来指点一下。谢谢。

新问：大全解释中说E选项改变了句子重心，在这里是说all kinds of paper 改变了原文中paper of all kinds，使得重心变化，还是说because和so的不同导致重心变化。
(A) Because paper of all kinds is the biggest single component of municipal trash, many municipalities have tried recycling to reduce the cost of trash disposal.
(E) All kinds of paper is the biggest single component of municipal trash, so many municipalities have tried to recycle so that the cost of trash disposal could be reduced.
因为读完选项之后总觉得because强调原因，so强调结果，不知道这个是否正确或者有什么依据没有。恳请众NN解惑。
