for which不一定要加comma，要不要comma要看修飾語是否essential/non-essential modifier.
這裡如果不加comma，句子的意思是存在很多的historic programs in pe, r and ss，但是就特指兩位女生負責的項目；如果有comma的話，後面的內容就變成了extra information，不是句子的主要內容，就是說沒有了它意思都會完整的。但這樣是不對的，受到好評的不是所有programs，而只是兩位女生負責的programs.

B选项中which指代的是距离最近的名词social security，那是不是改变句意了呢？还是说which在这里可以指代前面一串并列的词, public employment, relief, and social security? 我觉得不应该啊，不可能指代一串词的。那GMAC这里的which指代的就是program，但这是不对的啊！！RON神说过千遍在GMAT语法里which指代最近的名词。这题出自GWD，很大可能性是测试题，无法自圆其说。B选项也不对。
