I have two questions as follows:

"plan to do" and "plan on doing" are both correct?

In this sentence, the subject " minority graduates " is supposed to be campared with the subject" other graduates ＂？

至于plan两种用法都有的，不用作衡量答案的标准（GMAT有时候就是用这些都对的额东西来搅乱军心的）

但four times as...as应该是很标准的用法。。

并且在a中，are用的很多余，既然是主语相比较，加上反而引起歧义。。

有种说法是，be likely to do...所以此题中因为c。。。

A:more likely than 固定词组。

B:句子是比较主语，只有当句子当中，只有主谓的时候，才能省略助动词，但是这里是有表语存在的，所以不能省略。

C：as likely as表示和什么一样可能。。four  times as likely as 表示和4倍的一样可能，而不是说可能4倍多=four times more likely than 。。语境不一样。所以错。
