==》简单说，the former 和后面的for 18 consecutive years 在一起容易造成歧义。

到底是作为 前主席干了18年：意思是18年前是主席，从主席下来之后又接着作为前主席干了18年？ ==》这是有 the former的情况

还是 干了18年的主席，现在不是了？==》这是没有 the former的情况

体会一下意思，应该是后一种情况。所以A B C 都不对。

换个角度看，没有人会以前主席的身份attends(ed) the meetings.

如果是前主席，我觉得应该用完成时。
