个人比较倾向c,感觉是be signed 前省略了should.

从IF引导的虚拟语气，可以排除B、D;C的问题在于前后单复数不一致，Not one of .... Is expected....by them ; E的问题是Not one of ...are....they....

谢谢Jabils，但是them不能指代investors吗?

记得白勇语法里说过，if虚拟语气，从句虚拟，主句也应该虚拟的啊
