C讲的是要avoid已经重复建设的设施
E要讲的是避免重复建设设施。
逻辑关系都不一样，跟语法已经没什么关系了。

这道题是虚拟语气，意思是，如果仅从……方面考虑，在两州交接的地方建立……是浪费资源。would 表达的很清楚意思了.


只有if only 可以构成表达出虚拟语气的意思
