tribe作为集体名词，是有生命集体名词，见《新编英语语法》（第三版）p90 名词和名词分类

这类名词的特点是并非单独有生命体个体，而是生命体的集合，似乎具有所有有生命体的用法（书中没有这样写，是我自己总结的）。

这类名词有audience,association,class,couple,committee,enemy,family,jury,government,majority,mob,staff,opposition,party,team等。甚至还包括flock,herd,litter,pack,school,shoal,swarm,troop,troupe。

eg: The jury has reached a verdict.

所以，tribe后面接who从句应该也是可以的。
