这句解释我不明白，我还以为是从 never上看出要用完成时态的，可是为什么og的解释说，是从is required看出呢？

它是说谓语has never been applied 值得是一段时间（从the writing of ...倒现在）而不是指过去的事件，is required 表明the provision 仍然实施着

这个题目好象也是在刘振民的语法书里看到过，大概的解释还记得。

１、你要看到do后面用的代词。如果是指代某一个具体的名词，可以用it来指代。如果是指代前面提到的一个动作，就不可以用it。而应该用so来指代。如：
　　He ate a chicken, so did I.
　　通过这一条就过滤出，只有E和D是可以用的。

２、whereby显然是多余的，就过滤出E了。

一般情况下，最好不要使用时态来过滤答案。如果一定要修改时态的话，要注意刘振民说的几点。
１）有明显的时间状语
２）未划线部分的提示
３）从句意上理解（此点比较难，小心使用）

对，Under a provision of the Constitution that has never been applied就是一个做状语的介词短语under a provision..., Congress is required to ...。that引导的是a provision的定语从句。congress前是逗号。
