我是这样理解的:to meet environmental regulations的是industry而不是cost,除了B选项其他都是这种逻辑错误,只有B是正确的。

我发现除了B是用will be以外,其他4项都是用一般现在时,是不是因为句子中有by the end of the decades,有表示将来的意思,所以B才是正确的呢?

很明显是逻辑错误, 再次强调GMAT考的是逻辑。 cost 是不可能主动去meet 什么东西的, 所以用cost做主语的都错,排除ADE。 C错是因为 to meet 在原句中是充当成分的, 而在c中变成了修饰,改变了它的重要性。

关于 cost 的表达,从属关系用 to,属性关系用 of,

所以美国能源业迎合规定的成本的最优表达是 cost of meeting environmental regulations to the United States petroleum industry。次优表达是 cost to the United States petroleum industry of meeting envrionmental regulations

关键是 to 和 of 的使用,可以参见大全以下例子

(A) the annual cost to the United States of illiteracy in lost industrial output and tax revenues is at least $20 billion a year

In choices A, B, and D, the combined use of annual and a year is redundant. Choices A, D, and E are awkward and confused because other constructions intrude within the phrase cost... of illiteracy: for greatest clarity, cost should be followed immediately by a phrase (e.g., of illiteracy ) that identifies the nature of the cost. Choice E is particularly garbled in reversing cause and effect, saying that it is lost output and revenues rather than illiteracy that costs the United States over $20 billion a year. Choice B is wordy and awkward, and idiom requires in rather than because of to introduce a phrase identifying the constituents of the $20 billion loss. Concise, logically worded, and idiomatic, choice C is best.

而且 A   C  D E 中时间状语 by the end of the decade 都错误修饰了 estimated 或者 projected,都是典型的错误

因此,本题只能选 B

可恨,做题的时候怎么就没看出来……

E的by the end of the decade是紧跟在cost后面的,怎么错误修饰啦?我就是因为E中的by the end of the decade没有修饰歧义才选E的。。。

OG12 和PREP都有说过: it is estimate that是种啰嗦的用法啊!
