B is an irrelevant option, I think.

It says first that the commissioner made a conclusion about the recommendations of the association. Yes, that's true. Then it says that it's drawn from his incomplete recollection. Well this is just not the case. Because the commissioner is just like a puppet of the association. He did not at all do any thinking about the association's suggestions. He just took for granted whatever the association fed to him.
