[求助]OG11上的一道题~~答案和以前材料的不一样

到底是A还是D阿？OG11上说是D，但是其他材料里的这道题答案都是A~~~

请问到底选哪个阿？

有几道题目确实是论来论去没结果的。这题OG的说法也讲得通，个人倾向于以OG为准吧。

另外今天碰到好几题都是关于agreement啊，政府啊，国家规定啊之类的，形式都是：

...government decided that ...+现在时态

好像是故意考这种形式的，和这题也有类似之处，碰到类似的题目留个心眼吧
