看完该题后我将答案锁定在B和D之间.
相比之下,我认为D中的定语从句比B中的declaring好,但D中的at感觉怪怪的.
猜想:"可能to表示减少到,而at表示减少了". 于是尽量不改变原句意思,选了D.

想问一下,如果要表示减少了1.34million,那么该介词应该用什么?还是干脆不用介词?

jumpt by 20 percent, almost修饰应该加在by之前，于是排除DE。

说明的是破产率，所以declared不对，排除CDE

比较AB，to表示变成了1.34,而不是在1.34跳，排除A.
