请问有没有送分不收service fee的方法

我本想由国外的朋友给我电话送GMAT与TOEFL的分数，
对方说有免收service fee 的方法，
请帮忙，有吗>
是怎么办的呢？

I do not think there is any way to waive the service fee as long as you need the official score report from ETS.
I know some master and Ph.D. programs accept the copy of GRE and Toefl score report when applicants submit their application material, however, people must ask ETS to send official report after they get offer.

But one of my friend told me that he did so in 1997.
The method is in Toefl /Gmat  bulletin.
But I can not find out it. Who can find out??
