这题的第一似乎是大全和GWD里的，是将垃圾处理的。这里的kinds是指垃圾，paper是指垃圾里的纸张。选择all kinds of ..就改变题意了。有些tricky

kinds在这里不指纸张，虽然中心词是paper，但后面是将市政当局如何回收来降低垃圾处理成本，所以把because从句简化就是paper is the billets single component of...就是说纸是trash的component，即paper是because的中心词，这才是注意的关键，单数不可数名词。
另外，从句意理解，tried to recycle和tried recycling意思截然不同，前者是指市政当局“努力回收”，似乎后面的不定式补语之前应该有一个recycle的宾语，比如recycle it (paper); 要不然就成了"许多市政当局努力回收来降低。。。“。用tried recycling是指”尝试回收（的方法）来降低成本..."。显然后者更加明确.
