ask for help: a grammar question

From 1965 on, Yugoslavia's standard of living has soared, but unemployment and prices too.

(A) but unemployment and prices too

(b) and also unemployment and prices

(c) but so have unemployment and prices

(d) and so also unemployment and prices

(e) but so did unemployment and prices

the correct answer is C, i do not understand how this answer is right and others is wrong.

parallel structure, "So" here means the status of "something has soared"

A. not a complete parallel structure to "standard of living has soared"
B. the same as A
C. Correct
D. Missing verb, "and" should be replaced by "but"
E. "have" should be used, not "did" --> parallel structure

I know it is parallel structure, but these answers seem a little strange. if this sentence means that the unemployment and price have also soared, then they use "too", but "but' means opposite .

i just think maybe the "but" could not be used with "also" or "too" in this sentence, since they have different meanings in it?
