There is a debate over whether the international cooperation or the individual nation should make major sacrifice to conserve energy. Some people assert that individual country must play a main role in conserving energy, while people believe that worldwide cooperation is essential to protect energy. As a matter of fact, the issue is a complex and controversial. Different people hold different views due to their distinct backgrounds. Therefore it is hard to find out a unique answer to this question, and whether one choice takes priority over the other one mainly because of specific situation. Actually, the final judgment should rely on a case-by-case analysis. As far as I am concerned, however, I incline to believe that the worldwide cooperation and international leadership would should devote to energy conservation, and do not agree that the individual country is able to conserve energy effectively.

The first argument that can be presented to strengthen my position is that individual nations, like people, will act according to their own short-term motive and self-interest. In the modern society, most of countries devote every effort to accelerate national development at the expense of energy consumption. It is inevitable for the individual country to ignore potential harm as the result of over-consumption of energy. One of the most outstanding examples is the water waste. Nowadays, water is not merely used for food, manufacture industry, infrastructure are all depend on water supply to certain extent. However, not all countries succeed in effectively managing water consumption. A lot of water waste pour into river, increasing mortality rate results from water poison. Moreover, the statistics show that the earth is experiencing a dramatic decrease in fresh water deposit. Under this circumstance, it is obvious that individual country usually fails to take a comprehensive study because of inducement of short-term interest.

In addition, there is another reason for me to select this statement. The reason is clear to seek that energy crisis is the main problem exposed to every country rather than a specific nation. Therefore, worldwide cooperation and international leadership would be exceedlying important and necessary. It is well-known that reduction energy consumption can be realized by usage of artifical substitute. However, the general fund needed to put the experimental achievement into practice is a unacceptable burden for individual country. The most prominent evidence on the cooperative experiment led by America on the subject of substitute of oil is illustrative of the importance of the worldwide cooperation about energy consumption. Furthermore, the worldwide cooperation certainly can improve individual country management both on technology and finance.

Admittely, energy consumption also attributes to individual country's effort. After all, individual countries consist of world. But, constraint on some instinct factors prevents individual country from producing significantly effectiveness on the issue of energy conservation. When the advantages and disadvantages between the individual country and worldwide cooperation are compared, the most conspicuous conclusion is that the international leadership and worldwide cooperation should play a pivotal role in energy conservation.

In summary, for the above reasons a clear explanation could convince us that worldwide cooperation has the priority on the issue of energy conservation.
