另外，从一个较形象化的角度考虑，根据两个词的意思：

following - after an event or as a result of it
                    

Following the president's speech, there will be a few minutes for questions.

Thousands of refugees left the country following the outbreak of civil war.

after - when a particular event or time has happened, or when someone has done sth

个人感觉，following是在描述同一时间轴上的两个时间点，而after则侧重于一个时间点前后的两段过程。原句中，有一个动态的平行就是gradually declining与has steadily increased，是一个时间点前后的两个动态过程。

另外，since 就是一个时间点以后的一段过程，故一般since后面的主句都用完成时。

有点抽象，呵呵。

个人当初排除也是根据后面完成时，去掉了following如果根据词性讲，following也是可作prep的阿，，郁闷。。还是不明白

如after与following的解释：

其实，following后面之所以只能跟名词，因为它强调的是在某件事之后，所以只能跟表示状态/结果的名词或短语；而after显然是强调在某一动作发生之后，所以可以跟动作性更加强的分词短语。
