A 不可以因为A改变了句子的本意.  它是说分析家利用了二月的数据来肯定了市场恢复缓慢.  因为有了数据, 所以可以做决定.
AS和were declining 一起用意思就改成: 当销售数据在下降的时候, 分析家肯定....  as 和were declining 是没错, 但是用在一起发生的事情的.
concluded that ....remains slight是一般现在时, 但concluded是一个过去的事情了, concluded前面evidence 就remains slight, concluded以后evidence还是remains slight, 就是没变, 但已经concluded.
